Project Overview
Collins Engineers, Inc. was retained to provide construction management services for the I-794 Lake Freeway/Hoan Bridge Rehabilitation in Milwaukee, Wisconsin. I-794 and the Hoan Bridge are key links in southeast Wisconsin’s transportation network. The Hoan Bridge connects I-794 in downtown Milwaukee to the Lake Freeway across the Milwaukee River inlet.
An in-depth inspection initiated in 2010 determined the future needs of the Hoan Bridge. Findings indicated that the structural integrity was intact and the bridge was safe. Continued maintenance projects had kept the bridge functional, but development of a long-term solution would keep this key route open and running efficiently. This $175 million FHWA Mega Project will ensure connectivity with the Port of Milwaukee and economic vitality far into the future.
As part of this project, Collins performed site inspections, provided electronic documentation, led weekly and special contractor meetings, and ensured quality control for the following elements:

- Interstate highway pavement
- Local roadway pavement
- Utilities
- Storm sewers
- Water main
- Earthwork
- Traffic shifting and staging
- New sign structures and signing
